IMPLEMENTATION OF BANTEN PROVINCIAL REGULATION NUMBER 8 OF 2010 ON THE IMPLEMENTATION OF SOCIAL WELFARE: SOCIAL ASSISTANCE PROGRAMS FOR ABANDONED CHILDREN IN SERANG CITY

The issue of neglected children in Serang City remains a social welfare concern requiring government attention. Data from 2023 regarding Individuals with Social Welfare Problems (PMKS) indicates the presence of 2,149 neglected children. The Banten Provincial Government established Regional Regulation Number 8 of 2010 concerning the Implementation of Social Welfare as the legal basis for providing social assistance to neglected children. This study aims to analyze the policy's implementation within the social assistance program for neglected children in Serang City and to identify the supporting and inhibiting factors. The research employs Van Meter and Van Horn’s policy implementation theory, utilizing six implementation indicators. A descriptive qualitative research method was used. Data were collected through observation, interviews, and documentation, then analyzed using the Miles and Huberman interactive model, involving data collection, reduction, display, and conclusion drawing. Data validity was ensured through source triangulation. The results indicate that while the program has been implemented in accordance with regulations, its execution is not yet optimal. Obstacles include limited human resources and budget, issues with recipient data validity, inter-agency coordination challenges, and low community participation. Conversely, the program is supported by regulations, the commitment of implementers, and cooperation with Social Welfare Institutions for Children (LKSA). Strengthening resources, improving coordination, updating data, and enhancing community participation are necessary to make the program more effective, accurately targeted, and optimally sustainable.
