Abstract

The Free Nutritious Meal Program is a government initiative aimed at improving students’ nutritional intake and supporting learning readiness. This study analyzes the implementation of the program at Al-Hidayah Modern Islamic Boarding School, Rangkasbitung, Lebak Regency. The study employed a descriptive qualitative approach. Data were collected through observation, in-depth interviews, and documentation and analyzed using the Miles and Huberman interactive model. Policy implementation was evaluated using William N. Dunn’s six criteria: effectiveness, efficiency, adequacy, equity, responsiveness, and appropriateness. The findings indicate that the program has contributed to providing regular meals for students, but its implementation is not yet optimal. In terms of effectiveness, meals were generally distributed to students, although delays in delivery occurred on several occasions. Efficiency was constrained by limited facilities and distribution management. In terms of adequacy, the nutritional quality and portion consistency of meals still require improvement, while menu variations remain limited. Equity was relatively well maintained because meals were distributed to participating students without significant differences in access. Responsiveness was reflected in the school’s efforts to address complaints regarding food quality and distribution, although follow-up was not always immediate. Appropriateness was demonstrated by the program’s relevance to students’ nutritional needs, but stronger nutritional monitoring is still required. The study recommends improving distribution management, menu diversity, food quality control, facilities, and routine monitoring to strengthen the program’s implementation.
