Abstract

Stunting is a chronic nutritional problem in toddlers with long-term impacts on human resource quality. The Indonesian government has made stunting reduction a national priority through Presidential Regulation Number 72 of 2021. Although its cumulative caseload in Lebak Regency is relatively low, stunting prevalence in Gunungkencana Village, Gunungkencana District, shows an increasing trend, making the program important to evaluate. This study aims to analyze the implementation of the Stunting Reduction Program based on six policy evaluation dimensions, namely effectiveness, efficiency, adequacy, equity, responsiveness, and appropriateness, to identify factors supporting and hindering community participation, and to determine the technical and administrative constraints faced. This study uses a qualitative descriptive approach through a case study method. Data were collected through observation, interviews with eleven informants, and documentation study, then analyzed using William N. Dunn’s policy evaluation model. Results show that the program has generally run well, marked by a gradual decline in stunting rates, cross-sector budget integration, and data digitalization through SIGIZI Terpadu, e-PPGBM, and Elsimil, although local supplementary feeding uptake remains suboptimal. Participation is supported by strong interagency coordination and mutual cooperation culture, but hindered by limited health budget and residents’ economic conditions, with constraints mainly in data governance, nutrition personnel, and sanitation. The study concludes that the program has run fairly effectively, efficiently, and on target, though not fully optimal due to limited central budget, data gaps, and social-behavioral barriers.
