Abstract

This study is motivated by the significant potential of marine tourism in Mepa Village, particularly Air Babunyi Beach, which remains underutilized in promoting community welfare. The objective of this research is to formulate community participation guidelines for local-based tourism development in the area. The research employed a qualitative descriptive method with data collection through observation, interviews, and documentation. The findings reveal that community involvement is still individualistic and lacks formal organization. The SWOT analysis identified natural beauty and local wisdom as primary strengths, while infrastructure deficiencies and human resource limitations remain weaknesses. The study concludes that enhancing community capacity and fostering multi-stakeholder collaboration are essential for sustainable tourism management. The implications suggest the need for training programs, digital promotion strategies, and supportive government policies to empower local communities
