Marine tourism has become a driving force for economic growth in coastal regions, including Welora Village, renowned for its underwater beauty and national recognition. This study aims to analyze the role of marine tourism development in increasing community income in Welora Village. The research adopts a descriptive qualitative approach using interviews, observations, and documentation with tourism stakeholders and village officials. Findings indicate that participatory management of marine tourism has created new business opportunities, stimulated local economic growth, and strengthened social involvement. The results affirm that the development of marine tourism in Welora impacts not only the economic aspect but also drives social and cultural transformation within the community. This study contributes a new perspective to the understanding of community empowerment models based on marine tourism. The implication is the necessity for sustained collaboration among government, local communities, and business actors to ensure the sustainability of tourist destinations and foster innovation in tourism management
