This study aims to analyze why disciplinary violations among State Civil Apparatus (ASN) personnel continue to recur despite the implementation of disciplinary enforcement mechanisms at the Secretariat of the Regional House of Representatives of Central Sulawesi Province. This study employed a qualitative approach with a descriptive method. Data were collected through interviews and documentation in May 2026, involving the Secretary of the Regional House of Representatives, the Head of the General and Personnel Affairs Subdivision, and staff representatives from each division. Data were analyzed through data reduction, data presentation, and conclusion drawing. The results indicate that disciplinary enforcement mechanisms have been implemented through socialization, briefings, attendance systems, guidance, verbal and written warnings, and progressive sanctions. However, tardiness and absence during working hours continue to recur. These violations are primarily associated with inconsistent supervision and limited escalation of sanctions for repeated violations. The findings reveal a gap between formal disciplinary mechanisms and their consistent implementation in organizational practice.
