Kerangka Hukum dan Regulasi Sistem Informasi Kesehatan di Indonesia: A Narrative Review

Transformasi digital di sektor kesehatan mendorong peningkatan penggunaan sistem informasi kesehatan untuk mendukung pengelolaan sistem dan pengambilan keputusan berbasis bukti. Sistem ini memungkinkan integrasi data klinis, pemantauan layanan, serta evaluasi program kesehatan dalam kerangka sistem yang lebih luas. Namun, implementasinya menghadapi tantangan seperti interoperabilitas, kualitas data, serta tata kelola. Penelitian ini menggunakan pendekatan narrative review untuk menelaah literatur mengenai sistem informasi kesehatan, tata kelola data, dan implementasinya. Pencarian dilakukan melalui PubMed dengan kata kunci terkait kesehatan digital. Seleksi judul dan abstrak menghasilkan 23 artikel ilmiah yang relevan, ditambah dokumen kebijakan dan regulasi di Indonesia. Analisis dilakukan dengan sintesis tematik untuk mengidentifikasi tema utama. Hasil menunjukkan bahwa sistem informasi kesehatan berperan penting dalam integrasi data, pemantauan layanan, dan mendukung kebijakan berbasis bukti. Pengembangan dipengaruhi oleh kesiapan infrastruktur, dukungan kebijakan, serta kapasitas sumber daya manusia. Tantangan yang muncul meliputi fragmentasi sistem, keterbatasan interoperabilitas, kualitas data, serta isu keamanan dan privasi. Penguatan integrasi sistem, penerapan standar interoperabilitas, dan tata kelola data yang lebih baik menjadi aspek penting dalam pengembangan sistem informasi kesehatan. Langkah ini dapat mendukung pemanfaatan data secara sistematis dalam pengelolaan sistem kesehatan dan perencanaan kebijakan berbasis data.
